Candice R. Smith, MSN, RHCNOC, CCRN, RACR, CEO of Deaf Smith County Hospital District, is selected as a 2025 Texas Hospital Association (THA) Leadership Fellow.

Since its inception in 2014, the THA Leadership Fellows Program has equipped healthcare leaders with a comprehensive understanding of legislative and regulatory processes. The year-long program focuses on educating Texas hospital leaders about critical healthcare policy issues while fostering connections with influential stakeholders and policy decision-makers across Texas.

“Candice’s commitment to excellence in healthcare leadership and patient care has always stood out, and this recognition is a testament to her dedication and vision,” said Kevin Bunch, DSCHD Board Chair. “We have no doubt that Candice will continue to inspire and drive positive change.”

The cohort meets quarterly in Austin for dynamic modules that cover policy core competencies, real-time legislative updates, communication and presentation strategies, leadership development, and insights from healthcare executives.

This opportunity will allow me to continue learning, collaborating, and advocating for the future of healthcare in Texas,” said Smith. “I’m excited to join a community of passionate leaders dedicated to creating positive change and improving healthcare for Texans.”

In addition to engaging lectures and panel discussions, fellows participate in project development, competitions, and mentoring opportunities. This hands-on learning experience, paired with a curriculum that encourages active dialogue, transforms participants into innovative change agents who shape the future of their organizations and influence Texas healthcare policy.

Candice Smith, MSN, RHCNOC, CCRN, RACR, is the chief executive officer of Deaf Smith County Hospital District in Hereford, where she previously served as chief nursing officer before being promoted to CEO in 2024. With 23 years of healthcare experience, including 12 in leadership, she has a master’s in nursing administration from the University of Phoenix and a BSN from WTAMU. Her career spans roles in pediatric, trauma, and intensive care, as well as serving as a clinical nursing instructor. A 2023 Rural Health Chief Nursing Officer certificate recipient, Candice is active in community organizations, including Court Appointed Special Advocates (CASA) and the Texas Disaster Preparedness Committee.
